[ MEMORANDUM ORDER NO. 539, October 13, 1975 ]

REQUIRING HEADS OF PRIMARY UNITS OF THE OFFICE OF THE PRESIDENT TO NOMINATE CANDIDATES FOR THE JUNIOR EXECUTIVE TRAINING PROGRAM.

The President, under Letter of Instructions No. 317, dated September 23, 1975, has ordered all Heads of Departments, Bureaus, Offices, Agencies, Government-owned or Controlled Corporations and Local Governments in coordination with the Civil Service Commission to establish more extensive and intensive employee development at all levels.

In line with this order, the Civil Service Commission will conduct a service-wide training program for junior executives scheduled for 25 consecutive Saturdays starting on November 8, 1975, to April 24, 1976, at the Central Bank Auditorium, Roxas Boulevard, Manila. There will be two sessions: a morning session from 8:00 A.M. to 12:00 noon and an afternoon session from 1:00 P.M. to 5:00 P.M.

The training aims to reorient division chiefs and officials holding positions of equivalent rank below those embraced within the Career Executive Development Program to the managerial effectiveness required of them by the program thrusts of the New Society and to arouse a spirit of professionalism, discipline and dedication in the public service.

Heads of primary units of this Office are hereby required to nominate at least two (2) from among their officials holding any of the following positions:

1. Junior Presidential Staff Assistant

2. Senior Executive Assistant II

3. Fiscal Controller II

4. Legislative Liaison’ Officer

5. Presidential Supply Officer

6. Chief Accountant IV

7. Budget Officer V

8. Assistant Fiscal Controller II

9. Presidential Dental Chief

10. Technical Assistants at  ?12,000 per annum and above but below ?16,000 per annum.

Names of nominees, together with their duly accomplished information sheet (in duplicate), shall be submitted to the head of the Administrative Office, Mr. Fernando C. Santico, not later than the close of office hours on October 15, 1975.

Nominees must indicate whether they prefer the morning or the afternoon session. Training fee of ?300 per participant will be paid by the Office.1aшphi1
