[ MEMORANDUM ORDER NO. 522, June 27, 1975 ]

CREATING A COMMITTEE TO NEGOTIATE RP-US AGREEMENT ON SCIENTIFIC AND TECHNICAL COOPERATION.

WHEREAS, there is a proposed agreement by and between the Government of the Republic of the Philippines and the Government of the United States on scientific and technical cooperation;

WHEREAS, it is recognized that scientific and technical cooperation between the two countries will advance the state of science and strengthen the bonds of friendship to their mutual benefit;

WHEREAS, in areas of common interest close collaboration between the civil scientific agencies and institutions of both countries is feasible and useful.

NOW, THEREFORE, to effect the above objective, there is hereby created a Committee composed of the following:

Silviculture Div. Bureau of Forest Development

6. Mr. Ricardo Quebral
Asst. Director, NEDA
– Member
7. Col. Carmelito Beltran
Philippine Air Force
– Member

The Committee shall have the following specific functions:

1. Negotiate in behalf of the Government of the Republic of the Philippines an agreement within the Government of the United States of America relating to’ scientific and technical cooperation;

2. Submit as part of the agreement or as separate thereto the herein below listed projects for immediate programming and implementation;

a) Typhoon Moderation

b) Rodent and Pest Management for Agriculture Crops

c)  Ecological Studies and Environmental Management Resource Inventory and Conservation of Natural Resources

d) Industry and Technology Transfer Waste Recycling and use of indigenious materials

e) Forest Resource Development, parks wildlife and reserves, kaingin management

3. Perform such other functions as may be necessary for the successful persecution and discharge of its functions.

The Development Management Staff, Office of the President, shall act as the Secretariat to the Committee.1aшphi1

All departments, bureaus, agencies and instrumentalities of the government are hereby enjoined to cooperate and assist in the successful persecution and discharge of the Committee’s functions.
