[ MEMORANDUM ORDER NO. 479, January 9, 1975 ]

CREATING A PRESIDENTIAL TASK FORCE TO STUDY, PLAN AND IMPLEMENT WAYS AND MEANS TO IMPROVE OR INNOVATE THE GOVERNMENT POSTAL AND TELEGRAPH SERVICES

In view of the importance of an efficient postal and telegraph system to national development and in view of the perennial and costly delays in the delivery of mails and telegrams resulting in the inconvenience of the general public, there is hereby created a Presidential Task Force to study and design a more efficient and innovative postal system with emphasis on airmail and telegraph services. The ship of the Task Force is as follows:

In the pursuance of the aforementioned objective the Task Force shall undertake the following:

1. Identify the causes of the problems and deficiencies within the existing postal system, specially those with regards to airmail services, and telegraph system.

2. Study, formulate and implement measures and plans to correct such problems and deficiencies.

3. Study and implement such other innovations essential to an efficient postal and telegraph system.1aшphi1

The Task Force is hereby authorized and empowered to call upon the appropriate departments, bureaus, agencies or instrumentalities of the government, including government-owned and/or controlled corporations as well as the private sector, to give the necessary cooperation and assistance for the successful prosecution and discharge of its functions.

Finally, the Task Force shall operate and continue to exercise its powers until such time as its designated tasks are completed after which a report of its accomplishments shall be submitted to this Office.

This Memorandum Order supersedes all previous issuances relating to this matter.
