[ MEMORANDUM ORDER NO. 458, September 25, 1974 ]

GRANTING A COMMITTEE TO FORMULATE AND RECCOMEND AN IMPORTATION POLICY ON COMPUTERS EDP SUPPLIES AND MATERIALS

There is hereby created a Committee to study and evaluate existing government policies regarding the imporatation of computers, to be composed of the following:

1. Dr. Pedro F. Baroidan Chairman
Director, National Computer Institute
2. Dr. Emmanuel Velasco Member
Acting Dean, UP College of Business Administration & Program Director, NCI
3. NEDA Represnetative Member
4. DMS Representative Member
5. Central Bank Representative Member
6. Board of Investments Representative Member
7. Department of Finance Representative Member
8. Tariff Commission Represnetative Member
9. Data Processing Management Association of the Philippines (DPMA) Representative Member (invitational)

The Committee shall be charged with the following responsibilities:

1. Study and evaluate present government policies, rules and regulations on the importation of computers, related EDP devices, computer software, EDP supplies and materials, and formulate an importation policy which shall be consistent with national goals;

2. Study and evaluate the merits of the importation of used computer equipment, and where their importation is deemed appropriate, recommend guidelines and procedures under which such importation may be carried out; and

3. Study and evaluate existing customs duties and tariff rates and determine realistic rates which may be adopted to ease the restraints on the transfer of technology into the country.1aшphi1

The Committee may call upon the head of any department, bureau or office, and representatives of the computer industry for such assistance as it may need to accomplish its mission.
