[ MEMORANDUM ORDER NO. 422, April 15, 1974 ]

RECONSTITUTING THE COORDINATING COMMITTEE ON FORMULATION, COORDINATION, AND SUPERVISION OF PROJECTS UNDER THE JAPANESE OFFICIAL FINANCIAL ASSISTANCE PROGRAM CREATED UNDER ADMINISTRATIVE ORDER NO. 338 DATED SEPTEMBER 22, 1972, AND PROVIDING A SECRETARIAT THEREFOR.

To make it more effective in the performance of its assigned task, the Philippine Coordinating Committee created under Administrative Order No. 338, Series of 1972, with authority to develop projects and coordinate project proposals for Japanese Official Financial Assistance under both current and future Commodity and Project loans, as well to monitor the execution by the agencies of these projects and where necessary to supervise their execution, completion or operation in conformity with sound engineering completion or operation in conformity with sound engineering and financial management practices, is hereby reconstituted as follows:

The head official of the executing agencies shall be a temporary member of the Coordinating Committee whenever their project is under deliberation.

To serve as the working staff of the Presidential Coordinating Committee, a Secretariat attached to the Development Management Staff, Office of the President, is hereby created to organize an adequate pool of administrative, technical and financial planning and supervisory personnel and, for this purpose, to authorize the .detail of personnel from different agencies of the government. The following are designated to compose the Secretariat:

The Secretariat is authorized to execute all such acts and undertake such activities as well as call upon all participating departments, bureaus, offices and agencies, government-owned or controlled corporations for such assistance it may need in the performance of its functions. The Central Bank of the Philippines is hereby directed to appropriate so much funds as may be necessary for the financial and operational requirements of the Secretariat.1aшphi1
