[ MEMORANDUM ORDER NO. 416, March 22, 1974 ]

CREATING A TASK FORCE TO ADMINISTER AND SUPERVISE THE ACCELERATED DEVELOPMENT OF THE SAPANG PALAY INDUSTRIAL ESTATES

In view of the need to generate employment opportunities, at the earliest time possible, for the residents of the relocation area in Sapang Palay, San Jose del Monte, Bulacan a Task Force charged with the responsibility of administering and supervising the accelerated development of the industrial estates in Sapang Palay is hereby created, the membership of which is as follows:

Chairman, Housing and Urban Development Team Chairman
COPE for Housing and Resettlement Vice-Chairman
PHHC General Manager Member
NEA Administrator Member
Director, Bureau of Public Works Member
Chief of Engineers, AFP Member
Representative of the Development Management Staff Member

In pursuance of the aforementioned objective, the Task Force shall undertake the following:

1. Immediate assessment of the physical improvements needed to immediately develop and improve the industrial estate sites in Sapang Palay in consonance with the national objective of providing maximum employment opportunities to the residents of the area.

2. Identify and mobilize the sources of funds, prepare an integrated plan to carry out the physical development of the estates and outline a strategy of attracting industries into the estate.1aшphi1

3. Such other action that may be needed for the above objective and to ensure the immediate implementation of the plans that would accelerate the generation of employment in the area through the establishment of industrial factories in Sapang Palay.

The Task Force is hereby authorized and empowered to call upon the appropriate departments, bureaus, agencies or instrumentalities of the government, including government owned and/or controlled corporations as well as the private sector, to give the necessary cooperation and assistance for the successful prosecution and discharge of its functions.

Finally, the Task Force shall operate and continue to exercise its powers until such time as its designated tasks are completed after which a report of its accomplishments shall be submitted to this Office.

This Memorandum Order supersedes all previous issuances relating to this matter.
