CREATING COMMITTEES TO FACILITATE DEVELOPMENT OF THE PASIG RIVER DEVELOPMENT PROGRAM

In order to facilitate implementation of Presidential Decree No. 274 and 281 on the Pasig River Development Program and the prevention and control of pollution on the Pasig River, as well as its preservation, beautification, improvement and gainful utilization, the following committees are hereby created:

1. Committee on Pollution Control

Commissioner, National Water and Air Pollution Control Commission – Chairman
General Manager, Laguna Lake Development Authority – Vice Chairman
Mr. Jose Morales, Dept. of Health – Member
Director, Bureau of Fisheries – “
Director, Bureau of Mines – “
General Manager, MWSS – “
Representative, Philippine Chamber of Industries (PCI) – “

Specifically, this committee shall have the following responsibilities:

– To study and set up guidelines for the long and short range control of pollution in the Pasig River.

– To establish specific measure abating, controlling and preventing pollution of Pasig River as may be caused by existing water-and land-based industries located along the river course.

2. Committee on Transportation Facilities

The Flag Officer in Command, Philippine Navy – Chairman
The Director, Bureau of Transportation – Vice Chairman
The Commandant, Philippine Coastguard – Member
The Commissioner of Public Highways – “
The Commissioner of Customs – “

Specifically, this committee shall have the following responsibilities:

– To formulate and enforce a detailed guidelines and policies for the effective and systematic control of water traffic and riverbank berthing in the Pasig River.

– To initiate and establish a water transport system in the Pasig River for the operation of passenger water-jeepneys, water taxis, including the prescription of reasonable fare rates.

3. Committee in Tourism

Commissioner, Philippine Tourism Commission – Chairman
Presidential Assistant on Housing and Resettlement – Vice Chairman
Director, Bureau of Plant Industry – Member
Director, Bureau of Lands – “
City Mayor, Manila – “
Municipal Mayor, Makati – “
City Mayor, Pasay – “
Municipal Mayor, Taguig – “
Municipal Mayor, Pateros – “
Municipal Mayor, San Juan – “

Specifically, this committee shall have the following responsibilities:

– To study and prepare detailed plans for tourism facilities in accordance with the general plan of the Pasig River Development Program.

– To take charge in the squatters’ relocation and in the implementation of the proposed riverbank infrastructure and tourism developments.

4. Committee on Drainage Facilities

Director, Bureau of Public Works – Chairman
General Manager, MWSS – Vice Chairman
The Chief Engineer, Armed Forces of the Philippines – Member
City Engineer of Manila, and Provincial Engineers of Makati, Pasig, San Juan, Mandaluyong, Taguig, and Pateros – “

Specifically, this committee shall have the following responsibilities:

– Prepare a detailed plan for the infrastructure project, specifically on the drainage facilities, in accordance with the general plan of the Pasig River Development Program.

– To take the necessary steps for the immediate completion of the dredging and other activities pertaining to the removal of all physical obstruction to navigation in the Pasig River.

The above committees shall work in close coordination with the Pasig River Development Council, the Chairman of the Environmental Center of the Philippines, and the National Water and Air Pollution Control Commission.1aшphi1

The above committees as herein constituted are hereby directed to execute all such acts and undertake such activities, as well as call upon all government departments, bureaus, offices, and instrumentalities, including government-owned and/or controlled corporations and the private sector for such assistance and cooperation as may be required to successfully discharge its functions.
