[ MEMORANDUM ORDER NO. 395, October 19, 1973 ]

CREATING A COMMITTEE TO STUDY WAYS AND MEANS TO ENGORGE PUBLIC UTILITY VEHICLE DRIVERS TO ORGANIZE THEMSELVES INTO COOPERATIVES.

WHEREAS, it is the declared national policy pursuant to Presidential Decree No. 127 dated April 14, 1973 and the implementing rules and regulation thereof under the Letter of Implementation No. 23 dated 9 July 1973 to encourage the establishment and growth of cooperatives as an instrument to attain a more equitable distribution of income and wealth;

WHEREAS, there is a need to gear the cooperative system towards the integration and rationalization of the public transit and transport system, not only as a means to effect economy and efficiency in the movement of passenger and goods but also as a potent measure to ameliorate the social and economic conditions of public utility vehicle drivers particularly jeepney drivers, and to mitigate and forestall a serious and impending shortage of energy arising to national welfare and economy;

WHEREFORE, consistent with the aforesaid objectives there is hereby created a committee, to study ways and means to encourage public utility vehicle drivers to organize themselves into cooperatives, composed of the following:

The Committee is further enjoined to:

a) Supervise and facilitate the early formation and establishment of public utility vehicle drivers cooperatives;

b) Study and recommend incentives for the cooperatives such as the wholesale purchase of bulk gasoline and spare parts; the establishment of repair shops and other allied requirements of the transport industry that would rationalize and maximize the use of available transport resources in the face of serious energy shortage;

c) Study, assist and recommend measures that would achieve the objectives of transport integration and rationalization, and towards this end it may recommend measures for the financing and/or extending such financing for the attainment of these objectives.

The committee is hereby authorized to call upon any official or personnel of any department, bureau or office for such technical and/or material assistance it may require in the performance of its objectives.1aшphi1
