[ MEMORANDUM ORDER NO. 370, August 13, 1973 ]

CREATING THE RESEARCH STAFF FOR THE CODIFICATION OF PHILIPPINE MUSLIM LAWS AND THE MONITORING AND OPERATIONS CENTER UNDER THE PRESIDENTIAL TASK FORCE FOR THE RECONSTRUCTION AND DEVELOPMENT OF MINDANAO.

There is hereby created the Research Staff for the Codification of Philippine Muslim Laws and the Monitoring and Operations Center under the Presidential Task Force for the Reconstruction and Development of Mindanao created under Executive Order No, 411, series of 1973.

The Research Staff for the Codification of Philippine Muslim Laws shall undertake the following activities;

1. To survey, collect and gather materials on Muslim laws from all available sources with particular emphasis on current Philippine laws affected by Islamic Laws;

2. To collate and reconcile Philippine laws with Muslim laws; and finally,

3. To prepare a preliminary draft of the proposed Code of Philippine Muslim Laws (Shari’ah, Fiah, Adat, etc.) and its implementing agencies.

The Monitoring and Operations Center shall undertake the following tasks:

1. To serve as operations and monitoring base for the Muslim Mindanao program and monitor reports to the Development Management Staff and the other agencies of the Presidential Task Force Secretariat;

2. To provide staff support to and carry out field assignments for the Implementing Staff of the Presidential Task Force; and

3. To act as coordination group for the Wao projects and similar agricultural development projects.

The Research Staff shall be based in Manila and the Monitoring and Operations Center shall be located in the Mindanao State University, Marawi City.

The following guidelines shall govern the Research Staff and4the Monitoring and Operations Center:

1. The Executive Secretary, as Chairman of the Presidential Task Force for the Reconstruction and Development of Mindanao shall exercise direct supervision over the Research Staff and the Monitoring and Operations Center through the Special Assistant on Muslim Affairs.

2. The budgetary/financial requirements of the Research Staff and the Monitoring and Operations Center shall be drawn from the funds of the Presidential Task Force for the Rehabilitation and Development of Mindanao and from such other available sources on the recommendation of the Special Assistant on Muslim Affairs and approval of the Executive Secretary.

3. The Executive Secretary upon recommendation of the Special Assistant on Muslim Affairs shall appoint temporary, casual and contractual employees of the Research Staff and the Monitoring and Operations Center.1aшphi1

4. The personnel, budget, accounts, records and physical assets assigned, transferred, acquired by the Research Staff and the Monitoring and Operations Center shall be managed by the Special Assistant on Muslim Affairs.

This Order takes effect August 1, 1973.
