[ MEMORANDUM ORDER NO. 365, July 23, 1973 ]

PROHIBITING ANY OFFICIAL OR EMPLOYEE IN THE EXECUTIVE OFFICE, MALACAÑANG, FROM INTERCEDING IN BEHALF OF SQUATTERS IN VIOLATION OF LETTER OF INSTRUCTIONS NO. 19, SERIES OF 1972.

This is to remind all concerned about the existence of a report from the Office of the City Mayor of Manila to the effect that the efforts of the city government to get rid of city squatters are often thwarted by “certain people” in Malacañang who allegedly intercede in behalf of those squatters. Such actuations on the part of said Malacañang officials, if true, constitute a gross violation of existing government policy as embodied in Letter of Instructions No. 19, series 1972, which was issued in the interest of public health, safety and peace and order. Therefore, any attempt on the part of any official or employee m the Executive Office, Malacañang, to intervene in the implementation of said Letter of Instructions should be stopped immediately.1aшphi1

In view thereof, all chiefs of offices including their subordinates are hereby warned to refrain from interceding, one way or another, in behalf of squatters, otherwise they will be dealt with accordingly.
