MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ MEMORANDUM ORDER NO. 364, July 20, 1973 ] DESIGNATING MR. CARLOS LEAÑO, JR., EXECUTIVE DIRECTOR, INFRASTRUCTURE OPERATIONS CENTER, AS OFFICER-IN-CHARGE OF LOCAL WATER UTILITIES ADMINISTRATION (LWUA). Pending the appointment of the members of the Board of Trustees and the selection of a permanent General Manager by said Board pursuant to Presidential Decree No. 198 dated 25 May 1973, otherwise known as the Provincial Water Utilities Act of 1973, you are hereby designated effective immediately as Officer-in-Charge of the Local Water Utilities Administration, in addition to your present duties. Your initial functions shall be as follows; 1. To organize the Administration with technical staffing sufficient to satisfy initial internal needs and with capability for evaluating feasibility reports; 2. To study and prepare necessary recommendations to implement the essential provisions of Presidential Decree No. 198 particularly as are pertinent to the adoption of code of by-laws, the establishment of basic policy and the development of programs of operation and information; 3. To review and evaluate the reports of the Consultants on the Provincial Water Feasibility Studies Project and prepare loan documents necessary for the implementation thereof; 4. To develop a program for the evaluation of local water utilities and a loan program geared to making improvement loans to qualified water district borrowers; and 5. To develop and administer the initial operating budget of the Administration.1aшphi1 You are empowered to utilize such personnel and resources of the National Economic and Development Authority, the Metropolitan Manila Water and Sewerage System, the Bureau of Public Works, the Infrastructure Operations Center and such other government entities and government-owned or government-controlled corporations, whenever necessary.
