[ MEMORANDUM ORDER NO. 360, May 31, 1973 ]

CREATING A TASK FORCE TO STUDY THE ESTABLISHMENT OF AN INTEGRATED BILLING AND COLLECTION SYSTEM FOR THE MANILA ELECTRIC COMPANY, THE METROPOLITAN WATERWORKS AND SEWERAGE SYSTEM, AND THE PHILIPPINE LONG DISTANCE TELEPHONE COMPANY.

In order to provide efficient service to the public and to achieve economy in the “billing and collection services of vital public utilities, such economy being in the nature of cost reduction, which will ultimately result in lower rates for consumers, and in order to promote computer applications in the country, a Task Force is hereby created to study the establishment of an Integrated Billing and Collection system for the Manila Electric Company (MECO), the Metropolitan Waterworks and Sewerage System (MWSS), and the Philippine Long Distance Telephone Company (PLDT).

The Task Force shall be composed of the following:

The Task Force shall be charged the following responsibilities:

1. To determine the feasibility/advisability of an Integrated Billing and Collection System;

2. To determine the appropriate staffing, organization, procedures, and equipment requirements of such an Integrated Billing and Collection System;

3. To design and prepare detailed implementing plans and procedures for the proposed centralization and integration of the present billing and collection systems of MECO, MWSS, and PLDT;

4. To plan the eventual consolidation of the computer systems of MECO, MWSS, and PLDT into a single computer center under a unified ownership to service the requirements of all three entities;

5. To look into the present collection problems of these utilities, especially those of MWSS, and recommend alternative solutions to these problems;

6. To study ways on how the private sector can best be convinced to accede to the proposed system if found workable; and

7. To submit, within three (3) months of its organization, a report on its findings and recommendations.1aшphi1 The Task Force is hereby authorized to call upon all government departments, bureaus, offices, and instrumentalities, including government-owned and/or controlled corporations and the private sector for such assistance and cooperation as may be required to successfully discharge its functions.
