[ Memorandum Order No. 354, April 11, 1973 ]

DELINEATING ADMINISTRATIVE FUNCTIONS RELATIVE TO THE SUPERVISION OF THE DEVELOPMENT MANAGEMENT STAFF AND THE NATIONAL COMPUTER CENTER, OFFICE OF THE PRESIDENT.

The Development Management Staff (DMS) and the National Computer Center (NCC), as permanent agencies under the Office of the President pursuant to the Integrated Reorganization Plan, as amended, shall be supervised by the Executive Office on the basis of the following guidelines:

1. The Executive Secretary shall exercise direct supervision over the DMS and the NCC through their respective Managing Directors.

2. The Managing Directors of the DMS and the NCC shall recommend to the Executive Secretary or, in his absence, to the Assistant Executive Secretary for Administration, for approval and signature their respective annual budget, plantilla, Project Agreements with other agencies, and the appointments, and designations of Directors and all regular/permanent employees below the position of Director.

3. The respective Managing Directors shall approve and sign appointments of temporary, casual and contractual employees of the DMS and the NCC.

4. The DMS and the NCC shall each manage its own personnel, budget, accounts, records, and physical assets assigned/transferred to or acquired by it.1aшphi1

Memorandum Order No. 333, this Office, Series of 1972, delineating administrative functions relative to the supervision of the Development Management Staff is hereby amended accordingly.
