[ Memorandum Order No. 333, January 11, 1973 ]

DELINEATING ADMINISTRATIVE FUNCTIONS RELATIVE TO THE SUPERVISION OF THE DEVELOPMENT MANAGEMENT STAFF, OFFICE OF THE PRESIDENT.

The Development Management Staff (DMS), as a distinct staff agency under the Office of the President pursuant to the Integrated Reorganization Plan, shall be supervised by the Executive Office on the basis of the following guidelines:

1. The Executive Secretary shall be the Department Head of the DMS. His supervision over the staff shall be exercised primarily thru the Assistant Executive Secretary for Development Affairs.

2. The Assistant Executive Secretary for Development Affairs shall review and transmit to the Executive Secretary or, in his absence, to the Assistant Executive Secretary for Administrative and Financial Affairs, for approval and signature, the annual budget and plantilla of the DMS.

3. The Executive Secretary shall recommend to the President the appointment/designation of the Managing Director.

4. The Assistant Executive Secretary for Development Affairs shall recommend to the Executive Secretary, for approval and signature, the appointments/designations of Directors and Assistant Directors.

5. The Managing Director shall recommend to the Assistant Executive Secretary for Development Affairs, for approval and signature, the appointments/designations of all regular/permanent DMS employees below Assistant Director level.

6. The Managing Director shall approve and sign appointments made on a temporary, casual, or contractual basis.

7. Detail orders of personnel from other Agencies to the DMS shall be approved and signed by the Executive Secretary or the Assistant Executive Secretary for Administrative, sand Financial Affairs.1aшphi1

8. The Development Management Staff shall administer its own personnel, budget, accounts, records, and physical assets assigned/transferred to or acquired by it. Audit requirements shall however be performed by the Auditor, Executive Office.
