CREATING AN INTER-AGENCY COMMITTEE TO STUDY THE REPORTING SYSTEMS OF PRIVATE FIRMS TO THE VARIOUS GOVERNMENT AGENCIES.

There is hereby created an inter-agency committee to study the ways and means of integrating, coordinating and simplifying the various, reports arid information that government agencies require from private firms, and to recommend measures that will make efficient collection and utilization of. such data, with the endview of establishing a National Industrial Data Bank.

The Inter-Agency Committee shall be composed of the following members:

The Committee is also authorized to secure the participation of other government agencies concerned.1aшphi1

The specific objectives of the Committee are the following:

1. To eliminate duplication and repetitiveness in present reporting systems and in industrial survey efforts insofar as practicable, thereby minimizing the bother to private firms and maximizing, their willing cooperation, and to look into the possibility of centralizing the collection systems;

2. To provide for maximum dissemination among all government user-agencies of industrial data generated;

3. To provide a machinery for the periodic updating or improvement of any specific survey questionnaires formulated.1aшphi1

4. To devise appropriate guidelines, rules, and implementing systems to protect the confidentiality and privacy of information on individual industrial firms in accordance with legal and ethical norms, and to develop corresponding arrangements within which access to data by private research and academic entities may be undertaken;

5. To make an inventory of the various types of data that should be stored in an industrial data bank to be established at the National Computer Center.

6. To plan and provide for an optimum use of all EDP personnel/equipment of the various government agencies in the management of the subsystems of the Industrial Data Bank.

The Inter-Agency Committee shall submit its recommendations to the Executive Secretary within 60 days from the effectivity of this order.
