BY THE PRESIDENT OF THE PHILIPPINES

[ Memorandum Order No. 309, November 6, 1972 ]

CREATING A WORKING COMMITTEE TO MAKE A STUDY OF THE RICE, CORN AND OTHER GRAINS SITUATION.

In view of the need to stabilize prices of rice, corn and other grains at a level reasonable to consumers and remunerative to domestic producers, it is necessary that a balance between available supply and consumers demand be maintained. Since the possibilities of reduced domestic production of these commodities during the current and next two fiscal years are relatively high as a result of the calamities, it is urgently necessary that guidelines with respect to possible import requirements be provided to the President. Therefore, the following are hereby constituted into a Working Committee for this purpose:

Mr. Jesus Tanchangco, National Grains Authority Chairman
Mr. Ruben B. Ancheta, Presidential Economic Staff Vice-Chairman
Dr. Tito Mijares, OSCAS/NEC Member
Dr. Leonardo Paulino, BAECon Member
Mr. Roberto Fronda, National Food & Agriculture Council Member

Specifically, you are to determine the additional quantity of rice and corn to be imported for the current fiscal year and an indicative amount of rice, corn and other feedgrains for the next two fiscal years.1aшphi1 You are also to indicate the possible sources of these imports and their respective possible range of prices. For the current fiscal year, recommendations with respect to the importation of the 80, 000 MT rice importable balance under USPL-480 at the price of $224 per metric ton is urgently needed.

Please submit your report not later than the 15th of this month.

By Authority of the President:
