ESTABLISHMENT OF A SPECIAL COMMITTEE ON POWER DEVELOPMENT

There is hereby established a Special Committee on Power Development which shall study, formulate and recommend guidelines and criteria for the structure of power rates appropriate for power-intensive and dependent industries.

The Special Committee shall be composed of the following:

The Special Committee herein constituted shall, in addition to the above objectives undertake the following:

1. Formulate criteria for determination of industries and industrial projects to be classified as power-intensive or power dependent.

2. The economic implications of power rate structures based on differential high-load factor and marginal cost pricing on the viability of power dependent industries and on the profitability of power supplying firms.

3. Formulate guidelines and criteria for establishing an economically optimal power rates structure that may be applied to power-intensive and power intensive industries.1aшphi1

The Special Committee shall submit its report to tire Office of the Executive Secretary for transmittal to the President within 20 days from effectivity of this Order.

The Special Committee is authorized to call upon all government departments, bureaus, offices and agencies for such assistance as it may deem necessary in discharging its functions.
