ESTABLISHMENT OF A POSTAL REFORM TASK FORCE

There is hereby established a Postal Reform Task Force which shall study and recommend corrective measures to improve postal service in the country.

The Task Force shall be composed of the following:

The Task Force herein constituted shall undertake the following:

1. Develop or re-design a more efficient system of mail processing and distribution;

2. Examine and propose where mechanization can be introduced to the postal system most effectively;

3. Develop a system of checks and preventive measures to avoid offenses against the postal service;

4. Develop a procedure for the swift prosecution of persons committing crimes against the postal service;

5. Formulate a Postal Reform Bill which will contain all the recommendations of the Task Force requiring legislation; and which will specifically examine financing schemes which will make the Bureau of Posts achieve greater autonomy; and

6. Review and implement corrective measures proposed by existing performance/management audits of the Bureau of Posts.1aшphi1

The Task Force shall submit its report to the Office of the Executive Secretary for transmittal to the President not later than June 30, 1972.

The Task Force is hereby authorized to call upon all government departments, bureaus, offices and agencies for such assistance as it may deem necessary in discharging its functions.
