[ Memorandum Order No. 229, April 28, 1971 ]

PLACING THE INFRASTRUCTURE OPERATIONS CENTER (IOC) UNDER THE SUPERVISION OF THE PRESIDENTIAL ECONOMIC STAFF (PES).

Considering that the IOC, under Administrative Order No. 270, current series, has been given the additional and vital function of undertaking, evaluating and reviewing preliminary and feasibility studies concerning national infrastructure programs and projects, and to coordinate the activities of government agencies and instrumentalities on matters involving project preparation and studies;

Considering that the discharge of this additional function requires participation of technical personnel and expertise in the fields of economics, finance, management and engineering which may be found and availed of in the PES; and

Considering further that projects have to be considered, studied and evaluated to harmonize or fit in with national goals and objectives established in an overall development program which it is the function of PES to be constantly conscious and aware of;

It is therefore proper that, in the light of its additional function mentioned above, IOC, which is under the Office of the President for administrative purposes, shall be placed, and it is hereby so placed, under the supervision “of the Presidential Economic Staff.1aшphi1 All activities and actions of the IOC, more especially as they relate to projects preparation, evaluation and review shall be submitted through and passed upon by the PES.
