ORGANIZING THE PROVINCIAL ELECTRIC COOPERATIVES TEAM (PECT)

WHEREAS, under Republic Act No. 6038, approved on August 4, 1969 total clarification of the country in an area coverage basis been adopted as the national policy objectives;

WHEREAS, in the light of that policy objective, it is conceived that the benefits of electricity will be brought to all areas of the country be means of electric cooperatives organized by the electric consumers themselves with technical and financial assistance of the government through the National Electrification Administration (NEA) as the implementing agency of the government;

WHEREAS, the organization of electric cooperatives by the people themselves should be encouraged, prompted and developed through a program of continuous educational campaign on the meaning, philosophy and benefits thereof, and through actual assistance more particularly in the mechanic of establishing the cooperative;

WHEREAS, the promotional campaign envisaged would require the cooperation of and coordination between the government agencies and instrumentalities involved and the private sector, and the best way this could be realized would be to be form an organization wherein the civic and religious organizations would be presented;

NOW, THEREFORE, there is hereby organized and established the Provincial Electric Cooperative Team (PECT) which shall be charged with the main function of promoting and assisting in, the organization and development of electric cooperatives.

There shall be one PECT for each province and each and every PECT shall be composed of representatives each from the NEA, Presidential Asst on Community Development (PACD), Cooperative Administration Office (CAD), Office of the Provincial Governor, League of Municipal Mayors in the province concerned, active civic organizations and religious organizations in the province concerned.

The PECT shall be under the direct supervision and control of the NEA.

It is hereby directed that all departments, bureaus, office and agencies of the government, including government-owned or controlled corporations as well as local government entities shall extend assistance and cooperation to the PECT.1aшphi1
