MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Order No. 178, April 7, 1970 ] SUSPENDING THE PARTICIPATION OF CIVILIAN EMPLOYEES IN FLAG CEREMONIES IN MALACAÑANG. The participation of civilian employees in flag ceremonies in Malacañang on Monday mornings and on Friday afternoons is hereby suspended until further orders.
