DELINEATING THE FUNCTIONS AND RESPONSIBILITIES OF THE FINANCIAL ASSISTANTS AND THE PRESIDENTIAL STAFF ASSISTANT OF THE FINANCE OFFICE.

To relieve the Financial Assistant of some of his present work so t hat he can devote sufficient time to more important and pressing matters, the following functions in the Finance Office, apart from those normally assigned to the Financial Assistant and the Presidential Staff Assistant, are hereby delineated as hereunder indicated:

Financial Assistant (Cesar A. Dumlao)

1. Approval of all disbursements chargeable against the OK or special funds;

2. Approval of special budgets pursuant to Commonwealth Act No. 246, as amended;

3. Approval of authority to render overtime service of agencies under this Office; and,

4. Approval of extraordinary expenditures not exceeding ₱10, 000 which are chargeable against the regular appropriation or special funds.

Presidential Staff Assistant (J.O. Olaguera)

1. Approval of requisitions for supplies, materials and equipment which are to be taken from available stock;

2. Signing of treasury warrants and/or checks for duly approved payrolls, vouchers and other disbursements chargeable against the regular appropriation of this Office;

3. Preparation of the yearly budget proposals; and

4. Approval of ordinary expenditures not exceeding ₱1, 000which are chargeable against the regular appropriation of this Office.1aшphi1

5. Processing of purchasing orders for supplies, materials and equipment involving more than ₱1,000 but not exceeding ₱10, 000 which are chargeable against regular appropriation of this Office for submission and approval to the Executive Secretary on his authorized representatives.
