PROHIBITING FOLLOW-UP OF OFFICIAL PAPERS BY OFFICIALS AND EMPLOYEES OF THE EXECUTIVE OFFICE.

It has been observed that officials and employees of the Executive Office at one time or another follow up official papers which are to be acted upon by the Office of the President. Since this practice is not conducive to sound decision making and interferes with the official functions of those making the follow-up, not to mention the possibility, no matter how remote, of having influence brought to bear on the persons taking action on the papers, the same is hereby strictly prohibited, effective immediately.1aшphi1

Non-compliance herewith shall be dealt with severely.
