REQUIRING THE PREPARATION OF CERTAIN PAPERS FOR THE SIGNATURE OF THE ASSISTANT EXECUTIVE SECRETARIES.

Henceforth, all papers pertaining to the subject matters hereunder enumerated shall, in addition to those originally assigned to them, be prepared for the signature of the Assistant Executive Secretaries:

For signature of Assistant Executive Secretary JOSE J. LEIDO, JR.:

1. Presidential directives pertaining to administrative and legal matters, except where policy decisions are involved;

2. Authority to fill positions as an exception to Memorandum Circular No. 1 of this Office dated December 31, 1965;

3. Appointment proposals under Administrative Order No. 171, series of 1956; and

4. Details of officials and employees under the provisions of Administrative Order No. 42, series of 1937, not involving travel expenses and/or per diems.1aшphi1

For signature of Assistant Executive Secretary GILBERTO M. DUAVIT:

1. Presidential directives pertaining to political, social and economic matters, except where policy decisions are involved;

2. Special Budgets; and

3. Tobacco matters.

For signature of Assistant Executive Secretary FLORES BAYOT:

1. Presidential directives pertaining local governments and contracts indicated hereunder, except where policy decisions are involved;

2. Public works contracts;

3. Procurement of supplies, materials and equipment, subject to public bidding; and

4. Sale of government properties by public bidding.
