[ Memorandum Order No. 41, August 17, 1966 ]

AMENDING MEMORANDUM ORDER NO. 49 DATED SEPTEMBER 3, 1965, PRESCRIBING CERTAIN PROCEDURES GOVERNING THE FLOW AND HANDLING OF CORRESPONDENCE IN THE OFFICE OF THE PRESIDENT, SO AS TO PROVIDE A UNIFORM AND SIMPLIFIED MEMORANDUM FORMAT FOR THE PRESIDENT, EXECUTIVE SECRETARY AND ASSISTANT EXECUTIVE SECRETARIES.

In order to insure a more efficient and expeditious action on correspondence, particularly those involving important and urgent matters, it is hereby directed that all memoranda for the President, the Executive Secretary, or any of the Assistant Executive Secretaries be prepared in a uniform and simplified format which shall contain the following items in numbered paragraphs:

1. Subject matter

2. Brief statement of facts

3. Issues involved, applicable laws, rules and regulations, and recommendations, if any, of the agency or agencies concerned

4. Evaluation

5. Recommendation

For easy identification and to insure attention to matters requiring Presidential action, all memoranda for the President shall be written on pastel blue stationery with the usual “Office of the President of the Philippines” letterhead. They shall be prepared for the signature of the Executive Secretary while those that may be signed by any of the Assistant Executive Secretaries shall be coursed through the Office of the Executive purposes of coordination.

This Order shall take effect immediately.1aшphi1
