[ Memorandum Order No. 22, March 9, 1966 ]

AMENDING MEMORANDUM ORDER NO. 1 DATED JANUARY 7, 1958, SO AS TO ASSIGN CERTAIN FUNCTIONS TO THE LOCAL GOVERNMENTS AND CIVIL AFFAIRS OFFICE.

Memorandum Order No. 1 dated January 7, 1958, governing the organization and functions of the Executive Office and general procedures herein is hereby amended so as to assign to the Local Governments and Civil Affairs Office the following functions:

1. Preparation of nominations and ad interim appointments of local officials and of all communications relative thereto; and the keeping of a complete and up-to-date directory and register of all such nominations and ad interim appointments;

2. Handling of resignations said application for leave of absence of local government officials who are Presidential appointees:

3. Requests to declare positions in the local governments as technical, primarily confidential or policy determining in nature;

4. Appointment or reinstatement to the service in the local governments of applicants who are over 57 years of age;

5. Act on all matters relating to the placing or the withdrawal of local police forces under Constabulary control; and

6. Creation of new departments or divisions in the city governments.

As regards the administrative cases against local officials, the Legal Office to which this matter is assigned is hereby required to course all actions taken thereon thru the Assistant Executive Secretary assigned to the Local Governments and Civil Affairs Office for comment and recommendation before submitting them to the Executive Secretary or the President.

The provisions of Memorandum Order No. 1 dated January 7, 1958 inconsistent herewith are deemed amended or modified accordingly.1aшphi1

This Order shall take effect immediately.
