BY THE PRESIDENT OF THE PHILIPPINES

[ Memorandum Order No. 90, July 27, 1964 ]

CREATING A COMMITTEE TO STUDY WHETHER OR NOT TO GRANT TERMINAL LEAVE TO LOCAL ELECTIVE OFFICIALS.

This Office has received and continues to receive applications for terminal leave of various local elective officials. In some cases, the applications for terminal leave of a number of provincial governors have been approved notwithstanding the fact that there is no clear provision of law granting them terminal leave. On the other hand, applications of vice governors and city mayors for terminal leave have disapproved.

In order that this Office may be able to act uniformly on all applications of local elective officials for terminal leave, a committee is hereby created to study and recommend the course of action to take in such matters and to adopt a uniform policy thereon. The committee shall be composed of: Atty. Mariano Serrano, Chairman; Atty. Leopoldo Mendoza, Member; and Atty. Camilo D. Villena, Member.

The committee shall draft the necessary executive order or bill to carry out its recommendations on the matter, and shall submit its report within a period of fifteen days from the date hereof.1aшphi1
