CREATING THE STAFF SUPPORT CENTER, CABINET ANTI-SMUGGLING COMMITTEE

In order to provide the Cabinet Anti-Smuggling Committee with an active staff support and effect coordination of all efforts and action directed to the eradication and prevention of smuggling, the Staff Support Center of the Committee is hereby created. The Center, which shall be headed by a Director designated by the Chairman of the Committee, shall have the following functions:

1. Secures and gathers information on smuggling activities; analyzes said information for the formulation of policies, plans and measures to counteract these activities to be recommended for the consideration of the Committee.

2. Translates the decisions and plans of the President into instructions for the operating units, and coordinates the efforts of said units.1aшphi1

3. Assists in the investigation and prosecution of smuggling cases.

The staff personnel shall be selected by the Director from the Armed Forces of the Philippines and other agencies of the government on the basis of qualifications, competence and integrity who, together with other military and civilian personnel for the clerical requirements of the Center, shall be assigned by detail on orders of the Executive Secretary.
