[ Memorandum Order No. 108, December 10, 1964 ]

REGISTRATION OF VOTERS EMPLOYED IN THE OFFICE OF THE PRESIDENT

Quoted hereunder is a letter of the City Election Registrar, Manila, to the President, regarding the registration as voters of employees in this Office:

“As we wish all qualified electors to be registered under the new Registration Law, Republic Act No. 3588, may we set a schedule of Out-Station and Field Unit for the registration of voters who are employed in Malacañang, and also the members of your cabinet and your excellency on the following dates:

“December 16, Wednesday for Members of the Cabinet and the President himself

“December 17, Thursday, for other employees of Malacañang

“December 18, Friday, extension for the same employees.

“All qualified electors, regardless of the province, city, municipality, municipal district, electoral circuit or precincts may be registered with the undersigned and other Election Registrars of Manila who are given, by the Commission on Elections, GENERAL AND CONCURRENT JURISDICTION to receive all applications for registration.

“And in consonance with this authority, all applications received during these Out-Stations in your office will be sent to the corresponding Office of Election Registrar for proper action and inclusion in the precinct book of voters of the voter’s city, municipality, municipal district, or province.’

Registration of voters is both a duty and a privilege. All officials and employees of this Office who have not yet registered under the new Registration Law, Republic Act No. 3588, are therefore, hereby enjoined to take advantage of this opportunity being offered by the COMELEC for the convenience of all concerned.

The Presidential Staff Assistant, Buildings and Grounds Division, shall assign an appropriate room or space for the purpose and inform all chiefs of divisions and service units as to the location thereof. Every chief of division or unit shall schedule employees under him such that one-half of the employees under him shall be allowed on staggered time to register on December 17, 1964, and the other half on December 18, 1964.1aшphi1
