[ Memorandum Order No. 32, May 29, 1963 ]

REQUIRING CHIEFS OF DIVISIONS OR PRIMARY UNITS TO SUBMIT ORGANIZATION-FUNCTIONAL CHARTS OF THEIR DIVISIONS OR UNITS AND OTHER PAPERS REQUIRED TO SET UP A MERIT PROMOTION PLAN IN THE OFFICE OF THE PRESIDENT.

Pursuant to the provisions of Republic Act No. 2260 and the Revised Civil Service Rules, each office is required to submit to the Civil Service Commission a Merit Promotion Plan. For this purpose, all chiefs of division or primary unit in this office are hereby required to submit the following:

1. Organization-Functional Chart.—The charts herein called for should show the hierarchical relationship of the positions within the divisions or primary units concerned, taking into consideration and indicating the WAPCO classification or class title of positions, and their respective salary range allocations.

2. Statement of Duties.—A separate list of all positions, properly identified by their titles, WAPCO range, and item number if any, and followed by present, actual duties of each position. The statements, patterned after the WAPCO Job Description Form, shall be prepared in the most concise, clear and specific terms and arranged in descending order from the most important to the least important, the percentage of working time spent on each of the duties and the degree of supervision received from the supervisor and/or given to the subordinate, as well as whether the instruction or guidance received or given is in detail or general terms, should be indicated.

3. Information Sheet (personal data).—Each employee in the division or primary unit shall accomplish and submit an up-to-date information sheet [Civil Service Form No. 1 (Revised—1960)] which shall be subscribed and sworn to by the employee concerned.

The foregoing shall be submitted to the Administrative Division not later than June 15, 1963. In case additional information or any assistance is desired in the preparation of the above materials, the Administrative Division may be consulted.
