[ Memorandum Order No. 28, April 30, 1963 ]

REQUIRING OFFICE DUTY AFTER THE REGULAR OFFICE HOURS AND DURING SATURDAYS AND HOLIDAYS.

1. The nature of the functions of the Office of the President is such that it is necessary for it to render service after the regular office hours and even during Saturdays and holidays, in order to maximize its utility to the public.

2. It is, therefore, hereby directed that beginning May 6, 11, a sufficient number of personnel in each division or unit be required to render service up to 8:00 p.m. during week days and from 8:00 a.m. to 12:00 noon and 1:00 to 5:00 p.m. during Saturdays and holidays. In order to obviate the necessity of paying overtime compensation for such duty, employees may be divided into four (4) groups, not necessarily in equal number, with staggered working hours as follows: The first group to observe the regular office hours; the second, from 9:00 a.m. to 6:00 p.m.; the third, from 10:00 a.m. to 7:00 p.m.; and the fourth, from 11:00 a.m. to 8:00 p.m. Those who may be assigned to work on Saturdays and holidays shall have off-days during other days of the week.

3. Each division or unit shall submit for approval not later than May 6, 1963, a schedule of its employees to render duty as herein required.1aшphi1

4. Memorandum Order No. 19, dated February 20, 1963, revoking the authority of certain employees to draw meal allowance for overtime service, is hereby amended so as to exclude the Records Division from the units excepted therefrom. The said division shall accordingly be governed by the provisions of this new Order.
