[ MEMORANDUM CIRCULAR NO. 79, March 27, 2025 ]
DIRECTING ALL GOVERNMENT AGENCIES AND INSTRUMENTALITIES, AND ENCOURAGING LOCAL GOVERNMENT UNITS, TO SUPPORT THE 2025 NATIONAL CRIME PREVENTION PROGRAM
WHEREAS, Section 14(d) of Republic Act (RA) No. 6975 or the "Department of the Interior and Local Government (DILG) Act of 1990," as amended by RA No. 8551 or the "Philippine National Police Reform and Reorganization Act of 1998," directs the National Police Commission (NAPOLCOM) to recommend to the President, through Secretary of the DILG, a crime prevention program;
WHEREAS, in January 2025, the Secretary of the DILG submitted for the President's approval the adoption of the 2025 National Crime Prevention Program (NCPP);
WHEREAS, the 2025 NCPP aims to enhance public safety and foster resilient communities by addressing the root causes of crime through a collaborative evidence-based approach that targets immediate threats and systemic issues, while ensuring accountability and adaptability through ongoing monitoring and evaluation;
WHEREAS, to ensure the success of the 2025 NCPP, it is necessary for all government agencies and instrumentalities, as well as local government units (LGUs), to support and cooperate in the implementation of the 2025 NCPP;
NOW, THEREFORE, the following are hereby ordered:
The NAPOLCOM shall lead the implementation of the 2025 NCPP. In accordance with their respective mandates, all departments, agencies, bureaus, and offices of the National Government are hereby directed, and all LGUs are hereby encouraged, to support the implementation of the 2025 NCPP, as well as the programs, activities, and projects specified therein.
The funding requirements for the implementation of this Circular shall be charged against the existing appropriations of the respective agencies and LGUs, subject to applicable laws, rules, and regulations.ℒαwρhi৷
This Circular shall take effect immediately.
