EXECUTIVE ORDER NO. 241 June 9, 1995

CREATING A STEERING COMMITTEE FOR THE PROPER OBSERVANCE OF THE FAMILY WEEK

WHEREAS, Section 12, Article II of the 1987 Constitution of the Philippines provides that the state recognizes the sanctity of family life and shall protect and strengthen the family as a basic autonomous social institution;

WHEREAS, Proclamation No. 60 dated 28 September 1992 declares the last week of September and every year thereafter as the Family Week;

WHEREAS, the government recognizes the significance of strengthening the Filipino family's unity, solidarity and stability, in view of its socio-economic contributions to national development; and,

WHEREAS, there is a need to create a steering committee that shall plan to implement programs and activities to ensure wider and more active participation from the private and public sectors for the nationwide observance of the Family Week.

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order the creation of the Steering Committee for the Proper Observance of the Family Week.

Sec. 1. Composition. The Steering Committee for the Proper Observance of the Family Week shall be composed of the Secretary of Social Welfare and Development, as Chairperson and the following, as members:

a. Secretary of Education, Culture and Sports;

b. Secretary of Health;

c. Secretary of the Interior and Local Government;

d. Head, Presidential Management Staff;

e. Presidential Adviser for Youth Affairs;

f. Chairperson, National Commission on the Role of Filipino Women;

g. Presidential Assistant for Social Development;

h. Director-General, Kabisig People's Movement;

i. National President, Parents-Teachers Association;

j. One (1) representative from the National Ecumenical Consultative Council; and,

k. One (1) representative from non-government organization and the private sector.

The Steering Committee shall select and designate the non-government organization representatives to the Committee.

Sec. 2. Functions and Responsibilities. The Steering Committee shall have the following functions and responsibilities.

a. Formulate, plan and implement appropriate programs and activities to ensure the successful observance of the family week;

b. Ensure the active participation of all concerned during the week-long activity;

c. Promote appreciation and awareness of current issues/charges in family situation and their consequences on family members; and,

d. Perform such other functions as may be assigned by the President.

In the conduct of all programs and activities in the observance of the Family Week, the Committee shall call upon any government department, bureau or agency including local government units and on government owned and controlled corporations, for any assistance.

Sec. 3. Technical and Secretariat Support. The Department of Social Welfare and Development shall provide technical, secretariat and administrative support to the Committee.

Sec. 4. Funding. The necessary amount to be incurred in connection with the implementation of this Order shall be shared by the departments and agencies concerned charged against their respective regular budgets. Further, the Committee may engage in resource generation/mobilization activities as may be allowed by law to ensure the success of the family. lawphi1.net

Sec. 5. Effectivity. This Executive Order shall take effect immediately. lawphi1.net
