[ ADMINISTRATIVE ORDER NO. 210, November 22, 2007 ]

HARNESSING GOVERNMENT, CIVIL SOCIETY AND SECTORAL GROUPS FOR TRANSPARENCY AND PROCUREMENT REFORMS

I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by the powers vested in me by law, do hereby order:

1. The Pro-Performance System (PPS) and the Procurement Transparency Group (PPG) shall review road projects covered by the suspended World Bank loan, for report to the President;

2. The PPS and the National Economic and Development Authority shall undertake regular consultations with foreign funding agencies to minimize, uncover and address anomalies in foreign-funded projects;

3. The PTG shall submit a detailed plan for the deployment civil society observers in bids and awards committees handling projects worth One Hundred Million Pesos (P100,000,000.00) or more;

4. The Presidential Anti-Graft Commission shall report on the suspended road projects, and consult the World Bank and other funding agencies on other anomalies to investigate;

5. The Government Procurement Policy Board shall review regulations, systems and procedures for Official Development Assistance and government-to-government projects, and recommend integrity and transparency reforms;

6. The DBM shall source funds for the investigation of irregularities in foreign-funded infrastructure projects.ℒαwρhi৷
