[ ADMINISTRATIVE ORDER NO. 29, December 24, 1945 ]

CREATING A COMMITTEE TO STUDY THE PROBLEMS PERTAINING TO GRATUITIES WHICH MAY BE GRANTED FURTHER TO LOYAL AND DESERVING OFFICIALS AND EMPLOYEES OF THE NATIONAL, PROVINCIAL, CITY, AND MUNICIPAL GOVERNMENTS AND OF THE CORPORATIONS OR COMPANIES OWNED OR CONTROLLED BY THE GOVERNMENT FOR THE PERIOD FROM JANUARY 1, 1942 TO FEBRUARY 26, 1945

By virtue of the authority vested in me by existing law, I, Sergio Osmeņa, President of the Philippines, do hereby create a Committee to study the problems pertaining to gratuities which may be granted further to loyal and deserving officials, employees, and laborers of the Commonwealth Government, including those of the provincial, city, and municipal governments and those of the corporations or companies owned or controlled by, the Government who were in the active service on December 31, 1941, as well as those appointed thereafter by the proper Commonwealth authorities in the civil administration connected with the resistance movement whether their compensation was paid on the yearly, monthly, daily, or hourly basis. The Committee shall be composed of the following:

Hon. Jaime Hernandez, Secretary of Finance, Chairman

Hon. Alfredo Montelibano, Secretary of National Defense, and Acting Secretary of the Interior, Member

Hon. Marcelo Adduru, Secretary of Labor, Member

Hon. Juan Nolasco, Mayor, City of Manila, Member

Mr. Domingo T. Dikit, Vice-President, Philippine National Bank, Member

The Committee shall take into consideration the finances of such governments and corporations or companies in relation to their legitimate outstanding obligations and other monetary requirements which are essential for their operation. This is necessary in order to find feasible ways and means of financing whatever gratuities may be recommended.

Every department, bureau, office and dependency of the Commonwealth Government; the provincial, city, and municipal governments and the corporations or companies owned or controlled by the Government shall furnish to the Committee such technical and clerical assistance, data, and information as it may require in connection with the performance of its duties, and the said Committee or its duly authorized representatives shall, for this purpose, have access to and the right to examine any books, documents, papers or records of said departments, bureaus, offices and dependencies, local governments, and government owned or controlled companies or corporations. The Committee or any of its members is hereby vested with authority to take testimony or evidence with all the incidental powers thereto as provided in section 580 of the Revised Administrative Code.

The Committee shall submit a report of its findings and recommendations to the President within sixty days from the date of this Order, together with proposed measures to carry out its recommendations.
