[ ADMINISTRATIVE ORDER NO. 20, August 24, 1945 ]

DESIGNATING THE DIRECTOR OF PUBLIC WELFARE AS OFFICIAL REPRESENTATIVE OF THE PRESIDENT IN NEGOTIATIONS WITH THE UNITED NATIONS RELIEF AND REHABILITATION ADMINISTRATION

WHEREAS, the United Nations Relief and Rehabilitation Administration (UNRRA) has signified its willingness to extend further material aid to the Philippines for civilian relief and rehabilitation purposes; and

WHEREAS, the UNRRA has suggested the creation of a local independent unit corresponding to it.ᇈWᑭHIL

NOW, THEREFORE, I, SERGIO OSMEŅA, President of the Philippines, by virtue of the powers vested in me by law, do hereby designate the Director of Public Welfare as the official representative of the President with full authority to act for and on behalf of the Commonwealth Government in dealing with the UNRRA in all matters pertaining to the procurement, allocation and distribution of the supplies and equipment from said entity, as well as to supervise the distribution of UNRRA goods and equipment through the different Departments and units of the Commonwealth Government so as to insure their proper and equitable disposition.

The Director of Public Welfare, as such representative, is hereby authorized to call upon any officer or employee of any Department, bureau, office, agency or instrumentality of the Government for such assistance as he may need in the proper discharge of his duties and functions hereunder.
